I absolutely think they would work. If Uber can make a dent, so can the rickshaws.

You see kid, you're being bamboozled. These capitalist fat cats are inflating the profit margin and reducing your total number of cabs. A free rickshaw? Oh boy, that completely changes our cost structure. Our G&A goes down fifty percent!

They work in Kyouto, and there are even some women pulling them. They're not homeless people, though, it requires training and people skills, as well as excellent physical condition (obviously).

I don't see why they can work in one place, but not another, unless there's not enough room or if there's too much traffic. It would require a bit of cultural adjustment, though, I reckon'.
