Name of a character / actor on Evening Shade

Who is the guy that usually got around, I believe, in a red wagon with one knee in it and pushes with the other leg? I think he had a hat with flaps that would go over the ears and back of the neck if it were folded down and it was red and black (like a lumberjack) or maybe it was his flannel shirt or coat, it's been awhile. He was bald on the top with hair on the sides and back of his head and his character was kind of strange or slow (not Herman Stiles played by Michael Jeter). I recently saw him on a T.G.I. Fridays commercial. I haven't seen this show since it aired and I don't know if it is in re-runs yet.
