So that guys job is he brings in runaway kids like he's some bounty hunter?

Lol whats he do when theres no kids running away? hows he make his money? cause i don't see that many kids running away that often. That was one of the more goofy things in this movie that some guy has a job where he goes and hunts down runaway kids.
