I think this is a rare film, in that it delivers a strong message -- mainly that a person's wealth, position or status in society has little to do with that person's pureness of heart/willingness to commit evil -- without using preachy or heavy-handed melodrama to get that message across. In other words, less is more.

I don't understand why...with both Sean Penn and De Niro cast as the main characters...this film didn't get more attention.

I remember when I first saw this film, even back then it was relatively under the radar but spread through word of mouth cuz of good reviews. It's one of those diamond-in-the-rough-rare-good-movies-nobody-has-heard-of-with-big-name- cast.
