the Kingpin as shown in the Affleck Daredevil Film, the 90's Spiderman Cartoon, and probably the 00's MTV Spider-Man series all would have taken out the Mooks rather than the victims/witnesses
the only thing that Might have saved the mooks or prompted the Film's actions is IF he had a bigger plan in which they were needed, but Neither Mook seemed smart enough to be irreplaceable
