The Admiral's Stupidity

When Kirk said that the new Enterprise is a disaster and there was other ships the Admiral replies they are not as experienced as Kirk and his crew? Two things How did the other Captains and their crews were allowed to run a starship and they can transfer Kirk and his crew to another starship most importantly the Excelsior which is superior to the old Constitution Class.
