Why do they focus on the secratary when the movie ends?

Maybe I am influenced by other Japanese films I've seen recently, like Ichi the Killer, Dead Or Alive, etc. It seems to me that a constant topic in those films is that violence perpetuates itself through time.
So, why the focus on the secretary? Is there a message in that shot? Before the shot we learn that there is a new mafia boss and we see also a replacement for Iwaki, the corrupt policeman. So maybe the secretary will be the next mafia boss in the future. She is now the second to her boss, just like her boss was the second to former boss Kano (if I remember his name correctly). Probably someone will come in the future that will kill the new boss and the new Iwaki. At the end, we are caught in a hopeless circle. Faces change, but violence and crime persist.

I thought it was ironical for extreme violence/corruption and innocent looking girl coexisting in same dry enclosed office space.
Also her indifference toward violence/corruption.
However, it might futile attempts to guess any definite meanings for Takeshi films.

I thought it was maybe meant to suggest that the new crime regime was going to be of a less 'impulsive', more 'professional' bent and therefore more insidious and successful as it moved with the times etc? Something like that.

I maybe linked that to the new boss and his 'Everybody's crazy' line.

Every time I watch this scene I see a shade of contempt on the secretary's face to this new "maphia/cop" as for person who works for 2 sides.

Heh, I thought it looked like the sister. Good to know from these answers that I'm crazy; she definitely wasn't. That would have been... problematic.
