Who owns the rights of Violent Cop?

I was wondering if anyone knows who owns the rights of this film, since in my opinion it deserves to get a better DVD release than those absolutely crappy Fox Lorber and MIA releases.

There is a new RC4 dvd out now.. Quality is much better.

Does it have different subtitles than the R1 Wellspring version? I watched it with my Japanese friend and he said the subs on that version were really over-simplified and vague. Also I noticed in the trailer on that DVD, the subtitles are different and seem a little bit better.
