Hahaha, I understand why John ritter covered himself in toilet paper to get warm, but why was the dog toilet papered to the ceiling???

I think it was one of the things he used to get a kick out of, glueing the dog to a ceiling. Not seen the film for a while. I think he just put the paper on the dog to show that he was going mad too. Or for people, the audience, to think, "ha ha, even the dogs covered in it" something along those lines, perhaps.

Everything you said, plus what Zach said: He was cold. It was just part of his lunacy. Explaining the illogical doesn't lead to logic.

It's a reference to an earlier gag in the movie when Barney told him he was fed up with tidying up after a drunk, especially when Zak "tries to spread crazy glue on the dogs paws and attaching him to the ceiling"! It was a thoraway random verbal gag, Edwards obviously decided to surprise us later in the movie by showing it (and gets a good laugh)
