More than 10 years ago I remember watching a similar movie on TV. Again, a murder was killed on the electricity chair, but he came back as a ghost, having the possibility to change his appearance. I remember few scenes. One of them is the murder killing a black cab driver in a toilet. In another scene the murder was dressed like a clown. I also remember that he kidnapped the wife of the cop, that was hunting him. Any ideas which movie is this?

Could it possibly be The Horror Show? That film featured a killer back from the electric chair. Lance Henriksen was the cop.

You've probably already found it by now, but if not the movie you're thinking of is Judge and Jury, a comedy/horror film from 1996 starring David Keith as the electrocuted killer.
