Famous actor spotted?

Ive seen Roger and Me a few times now, and i cant help but to think that the actor Frank Whalley apears in the film. Its the scene where we are shown the video released by the flint tourist board and i think he's the petrol pump attendant who advices the young couple about all the great things to see in flint. As the film was shot throughout the 80's i suppose it could be him.
Does anybody out there know?

Is he wearing glasses?
I remember that scene, and I believe the actor was a local guy named Brian McDonald, who taught youth theatre. I know he was in the video, but don't know if we're talking about the same character. I know Brian wore glasses IRL, but don't recall if he wore them in the video or not.
