LOL! It's been almost five years since you asked this question, but I'm replying because I actually had a great laugh off at your response to the other user's lousy "detailed" reply.
Relentless ends with Det. Sam Dietz hearing an answering machine recording of Buck's first victim. Realizing who the killer is he drives right for his house where his wife has stumbled upon her son with the killer and a gun. They sit and make small talk before Buck puts a gun to his son's head in front of the mom. Just before he pulls the trigger, Sam Dietz shows up just in time and aims a gun through the window. He fires five times.
Just as Buck is dying he reaches into his pocket and pulls out a phonebook paper, reading "Thankyou"

Why did the note at the end say "Thank You" by the way?
Earlier in the film Buck confronts his father's picture with a gun pointed at his chin (this guy is just insane), talking to the picture he uncocks his gun and says: "You're right, THEY have to do it" (as in the police need to be the one to kill him). I suppose in the writer's twisted way he means, the police rejected Buck from the force when he applied, so therefore since they unleashed him in a sense, they need to be the ones to end him.
