I just got it!

Picture quality is impeccable; sound quality is tinny, flat, and slightly scratchy, but this likely reflects poor sound engineering of the original film, rather than a shortcoming in the Blu-ray transfer.

Curiously, the movie is titled "BLUE STEEL" in the opening credits, although the remainder of the film seems to match the poor-quality DVD transfers I've seen before.

[EDIT] The Blu-ray does answer one of my lingering questions about the film... Richard Gesswein's hair IS a strange and blatantly artificial orange-yellow color. I'd describe the tone as "Highway Center Stripe". I always wondered if this was an artifact of poor-quality VHS-to-DVD transfers, but it's not.
