How did he qualify for the police force in the first place? he seems so dumb,and clumsy.

It was unbelievable. Hightower had to make it to the rank of Lieutenant in the fifth one by saving Harris' life. I'd love to know what Proctor did to get his ranking.

I have questions about Proctor. You have scenes where Hightower breaks the chair right in front of him, you know he had to see it. Makes you wonder how complacent he is, which then makes you wonder if he just plays dumb so he can kiss up & get the promotions.
