Who is the blonde thug towards the end ?

There is a blonde thug holding a gun towards the end of the movie when they're rescuing the baby.
I swear he was in another teenage type movie.
Possibly a slasher movie or a comedy.
I want to say his character was an a-hole.

Any idea?
