Why does this movie look cheap?

I like Andrew Davis as a director, I think he's an excellent director of action thrillers and his movies always look good and crisp. But this movie looks dour and cheap. I can't figure out what it is, but The movie just look cheap.

One man's "cheap" is another man's "gritty and realistic".

Didn't look cheap to me, very realistic in the surroundings and locations.

Maybe it was made kinda cheaply.

The picture quality on my 1080p download was atrocious, but I don’t think that’s the only culprit. It was shot in a way that resembles a cheap TV-movie.

Maybe Davis had a rubbish cinematographer, or maybe just hadn't found his feet as a visual stylist yet. The Fugitive was all Chicago set and it looked great.
