The film explained (spoilers below)

Mr. Hirovich, a.k.a., Hire = the Jew: an unliked outsider with a bad reputation.

Girl = Marianne, or France: stupid, torn, meaning well but doing wrong.

Girl's boyfriend = French people during WWII: began with theft of future (young victim) but ended up killing it.

France betrays the Jew to protect the French people, who have murdered their future.

It's a very simple political allegory.

Or, far more interestingly, these are characters representing people with personal motivations. Your interpretation is fine. It's just also very dull.

"I'll book you. I'll book you on something. I'll find something in the book to book you on."

Oh, o.k. The world is exactly as it appears. This is also true of art. It never means anything.
