Anyone know why the DVD and TV (english dubbed) editions are 90% different??

Both editions are English dubbed and done by the same actors but the music and scenes are different.
For e.g. the TV edition plays Japans songs and has more scenes.
Anyone know why that is?

In 2010, the original Japanese soundtrack was restored to the English dub version. Also, some of Phil Hartman's extra lines were cut. As far as extra scenes go, I'm not sure what you're referring to there. Physical cuts have never been allowed for this film.
