What if Licence to Kill was made during the Roger Moore era?

David Hedison did after-all, also play Felix in Live and Let Die.

I wonder how somebody like Ricardo Montalban would've fared as Franz Sanchez. He of course, played one of the most iconic cinematic villains of all-time in Star Trek II: The Wrath of Khan. Heck, he even made an effective bad guy in something farcical like The Naked Gun.

Would a Roger Moore-starred Licence to Kill, had been something along the lines of For Your Eyes Only, which was arguably his most serious and down-to-earth Bond movie?

what if Moore was in LTK in 1989 (no Dalton.. Moore just carried on after AVTAK).. a 61y old Bond going mano e mano with Montalban's Sanchez wouldve been incredible.. obviously the CIA women wouldve needed to be slightly more age appropriate..(late 30s/early 40s)

and it wouldve meant Moore wouldve been in TLD (which he probably almost was - certainly the script seemed to have been adapted from when Moore wouldve been in mind)
