Did Quantum of Solace use some of its storyline on this film

It's always been with me that Quantum of Solace seems to be a little bit similar to Licence to Kill in away. My main points are that in both of these films Bond turns into a rogue agent, ruins a heist by government officials to raid the antagonists' operation and the fact that both Bond and his accomplice are out on revenge.

However I will always reign Licence to Kill as the better Bond film where it was much darker.
