All I remember is a small scene where a werewolf that looks like Rahzar busts through a wall,

It also appeared--this is the only time the camera gives a clear shot of it--in the cell toward the end of the movie.

I'm sure i'm in the minority here but i found the lack of a on screen werewolf to be one of the best parts of this movie. I mean the film had a tiny budget so if they would have tried to put something together and show off it would have probably looked really terrible. As it is, the werewolf in the film is like a lurking presence and it forces you to use your imagination, which i find much creepier then some tacky halloween mask or some cgi monstrosity. This movie really manages to get under your skin at times and thats all due to the atmosphere from the old castle and from the unknown menence hiding in the shadows.

Agreed, not showing the werewolf (much) was a good idea. One of the main problems with the other Howling movies (and often werewolf movies in general) is that they go out of their way to show the werewolf as much as they can. This is really one of the main things that brought down the Howling IV in my estimation: it was fairly competent (bad acting aside), until a bunch of dumbasses in terrible werewolf costumes began running around on screen, at which point it became ridiculous.

Fake looking special effects don't bother me at all. I'm the type of person who can look past a poor looking special effect and see it for what it's supposed to be rather than what it is. But I know a lot of other people are bothered by that and would surely complain if it looked even a little bit unrealistic so it was probably wiser to use just glimpses of the werewolf.
