This film has some nostalgic factor to me that brought back appeal after about 15 years when I saw it on cable during a horror movie marathon. It's not that bad, I agree. The atmosphere is great, the direction is not bad, the characters are mostly average to above average, which ain't bad for a B-movie horror film. And it is a knockoff of Ten Little Indians, which is my favorite Agatha Christie book...and it does it halfway decently.
Though, I have to say, the movie does kinda make it obvious who the werewolf is...The killer was the only one left completely alone through half the movie (after about a third of the cast had been knocked off), and in the same vicinity of the killing of the two blonde haired dudes (same room as one, directly behind another as he ran down a hallway). Though I have to say, it wasn't terribly obvious who the werewolf was as you explained, which did still give it an air of mystery.
This movie is certainly not what I call a 'hidden gem' (which I am always looking for with horror movies, and have subjected myself to hundreds of films to find a handful that truly are...and man is it worth it when it happens!), but it's a decent B-movie horror film.
