Why The Low Rating?

I thought "High Stakes" was a pretty good romantic drama/comedy. In fact, if it had been promoted right when it was released one year before "Pretty Woman", this movie could very well have been the romantic comedy that "Pretty Woman" had become. I thought "High Stakes" was that good!
