I don't think they were going to notify the police since Phil would try to seek revenge somehow. They were going after everyone. Plus, I don't think the safe would have sufficient air, turn hot, and he would get dehydrated.
shareI don't think they called the police either. I think they took Cantone's hat, his badge, and his trenchcoat and planted them at Sugar's apartment to make it look like he died in the explosion with Bugsy and his gang. They left him in that safe to suffer a slow death.

Do you seriously think that guys as smart as Sugar Ray and Quick obviously were would be dumb enough to leave a lose end like Phil Cantone alive so that he could hunt them both down in future? Of course they wouldn't and didn't either.
