Who was evil -- Cantone or Calhoun?

For me Calhoun without a doubt.
I ask in the context of villainry. Villainry involves deliberately plotting. From the looks of it, Cantone just seemed like a racist who wasn't happy about blacks running their own business.
Cantone wasn't different from many racist white folks of the day. After all he's a man of the law. In that time segregation was legal. I don't think Cantone was evil or a villain. He was just a white racist who did anything to surpress black folks.

Calhoun was way more evil. He was just a cold-blooded, merciless killer who didn't even smile once.

Cantone was a crooked cop, who is in a Mob Bosses pocket. That has to make him evil to some degree.

But Calhoun was the big boss, and Cantone was following orders, so that makes Calhoun a greater evil, if you will.
