Purely for the topless chicks, there are about 8 different ladies that show their best assets over the course of the movie - about 6-7 too many to get a PG-13 rating.
Having said that, if the topless women weren't there a PG rating may have even been given - there was no significant profanity or gore and it was more of a horror than a comedy.
