That seems to be the filmmaker's intent, but it's rather ridiculous. Jason is a legend/icon in real-world pop culture, but that's because he's a fictional character. In the F13 universe, he's an actual serial killer, and only weirdos would think he's cool. Selling or wearing "Jason masks" would be considered to be in very poor taste, and I would expect that the Crystal Lake area, being the place most devastated by this savage killer, would be the last place on Earth where you could buy a "Jason mask".

They made a similar mistake in part 9, i.e., with the diner that served "Jason burgers" (or whatever they called them). No diner in or near the hometown of a serial killer would ever endorse the said serial killer like that, not if they wanted to stay in business anyway. Jason murdered nearly 150 people, with a large portion of them being in the Crystal Lake area. Think of how many parents, siblings, extended family members, and friends were affected by those murders. A diner in the area serving "Jason burgers", or a store selling "Jason masks", would go over like a fart in church.

I don't dance, tell jokes or wear my pants too tight, but I do know about a thousand songs.
