Yes, I can confirm that the 2006 Arthaus edition of Es ist nich leicht... has English subtitles. Just go to Sprachen/Ton on the menu and select Englische Untertitel An (easy enough to figure out!). I haven't found any website so far that mentions that this DVD has subtitles (English only), not even Arthaus' own website!
