Did they copy the music from Red Heat?

It seems to me that the copied the music right out of the Schwarzenegger movie Red Heat, which came out before this movie.

The composer is credited as Lowell Lo for this movie, and in his credits, he never did Red Heat. So did he just outright copy the music then, or what?

Stealing music from other succesful films was a common practice in Hong Kong cinema for decades. In fact, this movie was made just around the time that sort of thing was falling out of favor due to increasingly stingy copyright law. While I've never seen Red Heat myself, there where parts in The Killer sounded, at least to me, a bit off.
