The Killer, since it had much more sympathetic characters (the ones in Hard Boiled are just catalysts for the shootouts), and had a lot more going on thematically. The Killer. Better acting sequences, better Chow-Yun Fat, better drama, ending and so on. Hard Boiled was good but it got much more flaws and Chow-Yun Fat was little annoying it (Tony Leung and Anthony Wong were great, though.)

THE KILLER = BETTER STORY
HARD BOILED = BETTER ACTION
That is a tough one. Maybe Hard Boiled just for the climatic hospital scene. But I love The Killer.
Both are great I find, but for me, the ultimate John Woo film is A Better Tomorrow, which has the best story of them all and the better acting.
