Saw it once. I'm not sure which cut I prefer.
The Director's Cut certainly has more character development of sorts. Takes its time to really show you things.It felt more balanced in pacing to where it seemed like an adventure movie. While the theatrical version seems very quick paced and straight to the action. The video quality of the extended and added scenes is pretty bad. The score was a bit too pronounced and annoying for me. just about every scene has music to it.

I'd like a good chunk of the added footage , specifically the action sequences , to be added to the theatrical version in a proper 1080p transfer. that'd make for a more well rounded, better paced film.

I think you could buy it direct from Albert Pyun. I saw it on Youtube last year.

I agree, there's definitely a more epic adventure and action film somewhere on the cutting room floor. There were some really nice flavours, for instance the thing with he ball and the kid, where van Damme finds the corpse later. the music was definitely better in the theatrical.
I'd say a good 15 minutes could've been added to pad the story and make it feel like a more rounded film.

I just bought it on amazon and liked it a lot more than the theatrical version, the new footage is quite grainy but that didn't put me off in the slightest, a lot of the dialogue is changed and includes more narrative, the flesh pirates are also satanists now, there's a lot more character development and it's no longer a cure that pearl is carrying it's information on how to restore power and technology, if you are a fan of cyborg it's definitely worth checking out.
