I don't understand the ending

Why was he completely silent when he was being inspected? And what is the significance of him riding off on his bike?

I believe, he was reflecting on himself and who he is. It may not make much movie sense, but can you not see yourself doing the same thing? When she says his name and he replies with just "yes" he is saying, "yes, I am Philipp Klahrmann." It's significant because he has finally accepted himself and doesn't need to worry if others do. The last scene is supposed to take us back to the first scene in which we see Philipp, except this time the he is wearing a brightly colored sweater, which is a strong contrast to the greys and tans he used to wear. The sun is shining brightly and he seems to have fewer worries while still looking contemplative, which is also a strong contrast to how he had acted throughout the movie.

I agree with what Deutschsprecher said, and also, if you remember the conversation he had with the old man at the bar right beforehand.. gays don't have the same rights. I felt like he sat there because he knew it didn't matter what he said or did, he was going to lose his job.

He had been turned in, was about to lose his job, had no personal relationship, lived in a hostile society. I think he was simply overwhelmed.
