So by coincidence, I watched a documentary on Japan Airlines flight 123 and later Black Rain in the same day. Interesting that American helicopters from a nearby Air Force base had attempted to descend on the crash site, but were ordered by Japanese officials to return to base (costing many initial survivors of the crash their lives as they didn't make it through the cold night.) Yet in this movie, we're supposed to believe the Japanese would tolerate a rogue NY cop sticking his nose everywhere.

That's exactly how the Japanese would have handled it, which was hardly cooperative, and disarming them. This was mostly the fault of the Japanese as Conklin said and because the US was highly involved in this, the Japanese wouldn't risk him following through on his threat of causing an International incident, as they would lose face. JAL 123 was the worst single plane crash in aviation history, and Boeing's fault for a improper repair from a tail scraping takeoff, a long time before the accident.
