Was Batman genuinely trying to kill Joker during the balloon parade near the end?

Batman is flying the Batplane and he pulls out a targeting reticule and literally launches rockets and shoots guns, but miraculously misses the Joker. He just stands there with bullets wizzing by, yet he remains unphased. Then Joker pulls out a comically long barrel pistol and with a single shot downs the Batplane.
