What if Harvey Bullock was used instead of Lt. Eckhardt?

I think that had they gone that route, then Brian Dennehy would've been perfect. I once read an observation that his character, Sherriff Teasle, in the first Rambo movie, First Blood was similar in characterization to the pre-Crisis version of Harvey Bullock.
