So does anyone know why Jodie Foster agreed to this movie?

This whole movie to me feels like it was literally made just so Dennis Hopper can make out with her. I think the movie has some nice ideas but her falling for her captor so easily makes it come off as wish fulfilment. But this was right after she won an Oscar. I imagine her stocks were high and she had free choice of projects. What made her pick this movie? I thought that maybe they were in a relationship but I read that they clashed on set? One connection I see is that Hopper is an actor director like her and maybe that intrigued her?

I can't answer your specific question, but I once asked a well-known actor/director why actors and directors get involved in projects that appear to be obvious trainwrecks.

The short answer is contracts are usually signed based on concept (i.e. no script) and others involved. Think about it: Jodie was pitched an interesting story co-starring and directed by Hopper (big at the time) and a great supporting cast. Sounds good, but...

Hopper is a spotty director (at best)
Unexperienced writers were hired and you can't have a good film without a good script.

According to wiki, Jodie figured out once filming started those problems existed, but at that point she was all in. https://en.wikipedia.org/wiki/Catchfire

Dreadful film.
