If I remember, at the end or near the end of the final episode, the British minister is giving a speech and he says something like, if we want to end the suffering to people and society we have to create a world that people want to live in and not escape from...

Can anyone supply that exact quote? It was very powerful to me, and among the most memorable things about this fine series.
