Why's Peach's hair red instead of blonde?

Because it was that color in the early games. It wasn't until Super Mario World that she started being depicted as a blonde. No Mario cartoon ever depicted her as blonde, not even the cartoon based on Super Mario World (probably to keep continuity with earlier cartoons.)

Peach and Toadstool are the same character. Peach is the original name, she was renamed in the American ports to Toadstool, since Super Mario Bros.

in the japanese promotional OVA (released around the same time) she was depicted as a blonde though.

Yeah I think before Peach it was Daisy. Princess Daisy. She had brown hair. Still, I don't get why it's red/orange.

It was always "Peach," it's just that the English versions referred to her as "Princess Toadstool" instead. Princess Daisy was the princess in the Game Boy "Super Mario Land" game. She was always separate from Princess Peach/Toadstool.

It's fairly common knowledge among Nintendo fans that Peach has always been known as Peach in Japan.
