Too many coincidences to be ignored:

Scott Bakula was Captain Archer in “Enterprise”

The antagonist is named “Commander Riker”

Terry Farrell, the guest star, was on Deep Space Nine

Did I miss any?

I just saw this episode this weekend, and I was thinking the same thing. Hmmmm . . . would make for an interesting crossover story, perhaps.
