Who played Zoe's dad

Anyone any idea who played Zoe's dad in Series 1 episode 3?

The scene was right at the end in Zoe's flat, Alec had the donkey's head on and Zoe's parents arrive unexpectedly.
The guy playing her dad doesn't speak and he's holding a basket of flowers in front of his face so as we can't see him properly.
I assume he was an extra drafted in to just stand there.
But you can see that it's not Ronnie Stevens who played Zoe's dad in three subsequent episodes.
Just curious, I seem to recognise him from something else, maybe a guest in Fawlty Towers or something similar.
