Just my opinion, tho.
I'm pretty sure it was Mitch, since he was on the show the longest and had the most airtime. Nobody outsaves the Hoff on the Hoff's own show

Out of the girls I'm thinking Stephanie or C.J. cause damn Pam was constantly on the move
Hoff had a controlling interest in the series and was executive producer. It allowed Mitch to go from being the main character of the show, to becoming the greatest of all lifeguards with no equal.

I will give Hoff some credit. As much as the guy had a tendency to prop himself up, he never really put anybody else down.
