Lousy DVD subtitling

Watching the DVD now, PAL version. The spoken parts are subtitled in pretty much every major European language, but the songs are only subtitled in "English for hearing-impaired". What's up with that? I know English, but many people don't; and the famous "fµck the revolution" part loses much of its impact if you don't know what the lyrics say, and can't grasp the speech and the song as a whole coherent message.
