Question: who was the character in the tux giving them a tour undergrou?

Who was that gentleman showing them around in the underground compound/gateway thing? He knew Nada and so we must have seen him before. But where, I did not recognize him?

He was the guy at the homeless camp watching TV; the one who says "Blow it out your ass" after the signal is interrupted.
