How come Short Circuit 3 never happened?

Is there a reason why Short Circuit 3 never happened I wonder if the two original actors not being in Short Circuit 2 had anything to do with why Short Circuit 3 never happened.

i heard it was just because part 2 didn't do too well at the box office.
