I'm not crazy about the ending of the film, but it deserved better than 5.9!
It was well-acted, especially by Prochnow.
Cinematography & soundtrack were first-rate.
I give it a 7 out of 10.

I think the pacing was a touch off, the music sounded like cheap 1970s horror, and like you said it has this slightly odd tv movie feel to it. I guess I'd give it a 6 but only because 5 seems too low and can't pick anywhere in-between. It wasn't bad, just not all that good either.
Note I didn't see this in the 80s though.

Maybe a little, but it did start out with some scope in the jungle-and-ocean scenes, the fish die-off, and the discovery of ice-destroyed Sodom. Everything else was small and narrowly localized, and not always well-executed, e.g., "the blood moon"/eclipse scene. It needed more funding or more stamina which could have provided some "wide screen boost" for this story, which, after all, is the most apocalyptic of all - Jesus, formerly God's "Lamb", now returns as a "lion" - searching the world for the one human being who could forestall Yahweh's judgment and cause Him to replenish the Hall of Souls. The theme is large, and the movie does not entirely support this gravitas.
Although I figured it would be in the fives before seeing this page, I agree that its a very good film. I'd go 7.5.
Any 30 year old films still being aired with consistency today must be appealing. This movie has "legs" and can still find an audience today. That alone is worth a higher score.

Barely worth a 2 in my book, contrived suspense, ridiculous plot, none of the actors are worth their salt
