Why isn't this film on DVD yet?

This was not a bad little cheesy B horror film. I saw it a few years back via YouTube. It is basically a spin-off of "Re-Animator." "The Rejuvenator" is better than most of the crap that came out of the 1980's. Does Sony still hold the rights to this film? Would anyone know? I would think a company like Scream Factory would be interested in bringing this onto digital format. I emailed Scream Factory a number of times regarding this title, but I assume they cannot get the rights to it.
