why does a black prison gang leader figure so big in what was apparently a drug dealing plot with international connections to russia? I don't get it.. why not a russian mobster in prison?

If you were going to distribute drugs in Chicago, would you use a Black gang or a Russian gang to sell at the local level? Likewise, if you were going to distribute drugs in Moscow, would you use Russians or African-Americans?
