Staged Car Accident

What was the point of the staged car accident? Were they going to pick-pocket while passers-by were distracted? It didn't really seem like they carried anything home with them.

More specifically, why did they need to disable the car? The car that somehow immediately started back up after Tito cut the wires...

This scene just doesn't make much sense to me, aside from it obviously being necessary for Oliver to meet Jenny.
