Loose ends n plot holes? (spoils all)

These things makes no sense to me but perhaps somebody have a good explanation.

On one hand, Dix provides all critical clues for the investigation. This can be explained by the fact that he wants to be caught and he is crazy as hell.

On the other hand, he hires(?) Vietnamese assassins to kill Dafoe and Hines. The assassination fails so the 2nd assassin kills the 1st. Lime Green stops the crowd and are seconds away from killing Dafoe and Hines before Dix comes to the rescue them from Green doing the job he hired the assassins to do.

This does not make sense - including the assassins working for a serial killer.

I enjoyed the atmosphere in the movie but in the end I’m disappointed about how holed the plot is. Anybody have a better explanation?

I think he needs to keep up the theory that the killer is a high ranking officer pulling strings to keep the investigation from being successful while deflecting suspicion from him personally.

Hiring hit men makes sense because it keeps him at arm's length. He shows up as the crowd goes nuts probably because he's trying to keep track of what's happening.

None of it seems implausible and it all seems pretty reasonable.

Maybe Dix was trying to get that general that demorted him, framed?????
