Is there a full clip of Samuel Roper's speech?

I'm not even sure it's Sam Roper, but upon doing a search of the phrases "i for one" and "both races will be destroyed", that's what I came up with. I think the FBI guys are watching it or something, and I'm pretty sure it's actual archival footage of a real speech because I remember seeing pretty much the same thing in "Eyes On The Prize" (which came out but it was cut even shorter.
